【Vietnam MIC】Vietnam Releases New SAR Regulation QCVN 134:2024/BTTTT for Mobile Phones, Tablets, and Portable Devices

The Ministry of Information and Communications (MIC) of Vietnam has officially introduced a new national technical regulation, QCVN 134:2024/BTTTT, focused on Specific Absorption Rate (SAR) compliance for a wide range of handheld and body-worn electronic devices.
This landmark regulation applies to:
4G and 5G mobile phones
DECT cordless phones
Laptops and portable computers
Tablets and similar mobile computing devices
Key Implementation Milestones:
February 15, 2025: SAR testing, certification, and declaration of conformity begins.
July 1, 2026: All terrestrial mobile phones must comply with SAR standards before entering the Vietnamese market.
July 1, 2027: Full compliance mandatory for all listed products to remain on the market.
Industry Impact
The release of QCVN 134:2024/BTTTT marks a significant change in Vietnam’s type approval, market access, and regulatory compliance landscape. All manufacturers, importers, and distributors must prepare to meet the new SAR testing requirements to ensure uninterrupted product certification, import clearance, and sales authorization.
While the regulation is already in effect, the MIC is expected to issue detailed technical guidance in the coming months, covering acceptable SAR limits, test procedures, and required documentation.
