On March 12, 2025, India’s Ministry of Electronics and IT (MeitY) issued an official notice exempting Analog CCTV Cameras from compliance with the Essential Requirements (ER) for security. Following this, the Bureau of Indian Standards (BIS) outlined specific instructions requiring manufacturers to submit a self-declaration before April 9, 2025.
Official Exemption for Analog CCTV Security Testing
MeitY clarified that Analog CCTV cameras do not fall under the scope of the security ER order. Therefore, such cameras only need to comply with IS 13252 (Part 1) and are exempted from additional security requirements.
Required Steps for Manufacturers and Applicants
Existing Registered Models: Must submit a self-declaration via the BIS online portal, listing all Analog models.
Deadline: April 9, 2025.
Application Rules: Do not mix analog and non-analog models in the same application.
Camera Type | Required Testing Standard |
Analog CCTV | IS 13252 (Part 1) |
Non-Analog CCTV | IS 13252 (Part 1) + Essential Security Requirements |
Impact & Recommendations
This policy eases regulatory burden for analog CCTV providers. However, prompt action is essential to avoid deregistration of models not declared by the deadline.
👉 Act Now! All CCTV manufacturers must log into the BIS portal and submit self-declaration for analog models by April 9, 2025.
